What Can Be Reported
You can report the following types of misconduct:

How to Document Abuse
Good documentation strengthens your complaint:
What to Record
- [ ] Date and time of incident
- [ ] Location (facility name, unit, area)
- [ ] People involved (badge numbers, physical descriptions)
- [ ] What happened in detail
- [ ] Witnesses (names, A-numbers if known)
- [ ] Injuries (describe and photograph if possible)
- [ ] Medical treatment received or denied
- [ ] Your response (what you said or did)
Tips for Documentation
- Write it down immediately - Details fade with time
- Be specific - "Officer hit me" vs "Officer with badge #1234 struck me twice in the stomach with closed fist at approximately 2:30 PM"
- Stick to facts - Describe what happened, not interpretations
- Include context - What led up to the incident
- Note retaliation - Any punishment for reporting

What Happens After You Report
DHS OIG Process

- Complaint acknowledged (you receive confirmation number)
- Staff reviews complaint
- May request additional information

Protections Against Retaliation
You have the right to report abuse without retaliation.
If you experience retaliation for filing a complaint:
- Document the retaliation
- File a new complaint specifically about retaliation
- Contact an attorney
- Notify advocacy organizations
Retaliation itself is a violation that can be reported.
Special Situations
Medical Emergencies
If someone is experiencing a medical emergency in detention:
- Request immediate medical attention - Multiple times if needed
- Document all requests and responses
- Contact family/attorney if able
- File emergency CRCL complaint if ignored
- Contact facility warden directly
Sexual Abuse (PREA)
Under the Prison Rape Elimination Act (PREA):
- Facilities must have reporting procedures
- You can report to any staff member
- External reporting is always available
- Medical and mental health support required
